Histogram of measured proper motions for the entire catalog (solid), known quasars (dashed), and known stars (dotted). Due to measurement errors, stationary objects can have nonzero proper motion. Thus, we adopt a value of 20 mas/year as the cutoff for "moving" objects. For bright objects, a less conservative cutoff can be used.
