In the right panel, the solid black lines show the weighted mean of the difference between the relative and absolute frames. Note the tighter clustering of sources in the GAIAHUB frame. The diagonal feature seen in the left and center panels is likely the result of a systematic in Gaia where PM R.A. and PM decl. are correlated in some sources.
