The ratio of Hα intensity to dispersion measure as a function of H I column density for lines of sight toward pulsars at |b| > 20° for which the z component of the characteristic pathlength occupied by ionized gas, Lc|sin b|, is 200 pc or greater (see Appendix). These pulsars are probably above most of the ionized gas layer, and each dispersion measure is probably close to the total N(H II) along the line of sight. Squares show data toward pulsars that are in globular clusters at |z| > 4 kpc.
